Amtrak East River Tunnel renovation project maintains 2027 completion target, first tunnel expected to resume service in August

Last year, the $1.6 billion East River Tunnel project began, a critical link on the Northeast Corridor, the busiest passenger rail line in the United States.
According to Amtrak, the project aims to repair damage caused by Hurricane Sandy and upgrade the century-old structure to keep it usable for the next 100 years. The tunnel consists of four tubes, two of which require major rehabilitation.
Amtrak currently expects the first tube (No. 2) to reopen in August, about a year after major demolition and construction began. The second tube (No. 1) will be closed later this year for reconstruction, Mason said.
"We intend to initiate the shutdown of Tube 1 immediately after the infrastructure hardening is completed this fall, and we are coordinating with partners to update the track work schedule to ensure the hardening is completed before the Tube 1 shutdown," Mason said at the June 17 meeting. "The Tube 1 shutdown is still planned for 13 months, although we will take lessons learned from Tube 2 and apply them to Tube 1 to see if we can adjust the schedule."
Mason added that one of the biggest construction lessons from the first shutdown was the decision to completely close each tunnel tube rather than relying on overnight and weekend construction windows.
"Ultimately, we determined that a sustained contractor-controlled shutdown was the most cost-effective, efficient, and safest way to deliver this project," Mason said. "Relying on overnight and weekend shutdowns would significantly increase costs and extend the schedule."
Mason said the sustained shutdown allowed workers to rebuild the drainage system and repair the tunnel lining without repeatedly installing and removing temporary rail systems between work windows. By completely closing the entire line, contractors could perform repair work without interruption, she said.
Mason added that workers gained a second lesson after demolishing the tunnel's existing side walls. After removing the side walls, they discovered that cable ducts had collapsed with little remaining capacity, and the drainage system was clogged to the point of being unusable.
According to Amtrak, these findings reinforced the need for a comprehensive rebuild rather than a superficial repair.
"Through this shutdown, I think we have become convinced that we made the right decision," Mason said. "Without removing the side walls, the drainage system would have been inaccessible, meaning if we hadn't done the demolition, we would never have been able to fix it."
To address this issue, the team reduced the hydrostatic pressure on the tunnel lining, which significantly decreased water infiltration, Mason said.
"One lesson we will definitely take from the Tube 1 shutdown is how to resequence the work to complete this part earlier," Mason said. "How we address the drainage issue and hopefully reduce the number of leak points that need to be addressed."
