A safety director for a general contractor recently told me: "We just landed a large data center project. The owner requires us to use digital onboarding training. But we don't have that system—not in English, and not in Spanish."

Based on my conversations with multiple general contractors over the past two years, I know they are not alone. This is not because these companies lack a commitment to safety—most have managed complex, multi-subcontractor projects well for decades. But today, the definition of "good" is changing, especially for clients commissioning this type of construction.

The compliance bar has been raised

U.S. data center construction starts reached $77.7 billion in 2025, up 190% year-over-year. ConstructConnect is tracking 76 projects (worth over $88 billion total) scheduled to start within the next six months. The owners funding this construction are raising the bar for all general contractors they work with.

Five years ago, prequalification meant a low Experience Modification Rate (EMR), certificates of insurance, and references. On today's mission-critical projects, prequalification means: digital audit trails, verifiable training records for every worker, site-specific safety plans reviewed by the owner's safety team before workers arrive, and daily pre-task plans (PTPs) available for review at any time.

One contractor shared a story illustrating how a single overlooked requirement can be costly. The owner's site safety manual stipulated that its safety representative must be notified four weeks before any critical lift. This requirement was buried in pre-arrival email correspondence and never enforced. When it was discovered, the crew was already on site ready to work. The owner insisted on a four-week shutdown to make up for the notice period.

This is a much higher bar than most commercial contractors have faced before. On a 500-person site, managing these requirements across dozens of subcontractors requires real operational capability. And right now, that capability is in short supply.

Workforce issues compound all challenges

The Associated Builders and Contractors (ABC) estimates the industry will need 350,000 net new workers in 2026, rising to 450,000 by 2027. The National Center for Construction Education and Research (NCCER) predicts that 41% of the current workforce will retire by 2031. The best safety directors and field supervisors are not evenly distributed across the industry—they are being drawn to the highest-paying, most demanding projects.

On a hyperscale data center project with 500 workers at peak, there may be just one safety manager carrying the entire responsibility. I have spoken with safety directors responsible for managing 700 subcontractors before arrival, manually collecting documents and forwarding them to the owner's safety team for review and approval.

As of March 2026, the average hourly wage in construction is $40.92—having skilled employees spend time on this kind of work is expensive.

And there is also a retention issue behind this. If you ask employees to chase paperwork all day instead of managing safety, you are giving them reasons to go to companies with better tools and systems.

What leading contractors do differently

General contractors that keep pace have realized that the documentation burden does not have to flow through the office. They push responsibility down to the field. Qualified personnel on each crew (such as foremen) are responsible for leading workers through onboarding training, submitting pre-task plans, and applying for high-risk work permits. Data flows up from the job site, rather than being chased down in a trailer in the office.

At any moment during the day, field supervisors can see who is on site, which crews are approved to work, and which documents have been submitted. This is how you manage a 500-person site without adding administrative staff.

The most interesting part is what happens next

Once a general contractor has built these workflows for a data center contract, operations teams start using the same system on commercial projects. Safety leadership, seeing the visibility gained on data center projects, asks why other projects do not have it. Teams on healthcare and industrial projects adopt the same workflows because the documentation burden there is just as heavy—even if clients have not yet demanded digital proof.

Within a quarter, what began as a response to one client's requirement becomes a company-wide operational standard.

The American Society of Safety Professionals (ASSP) 2025 Construction Safety Challenges Report found that 38% of companies still do not use a proactive approach to safety and compliance management. That number will change because clients commissioning the highest-value projects in the U.S. have already decided what the baseline is.

Contractors that meet this baseline on data center projects are bringing that standard to other sectors. This may be the most lasting impact of the mission-critical construction boom—not just new revenue, but operational habits that will define where they go next.
