AI procurement tool conducts intelligent evaluation before local government contract RFP release
Euna Solutions released Solicitation Advisor on April 29, an AI tool integrated into the Euna Procurement platform that automatically reviews draft RFPs before release, identifying vague language, conflicting criteria, and mismatches between evaluation standards and supplier information requirements, aiming to reduce the time and administrative burden of subsequent amendments.

As artificial intelligence becomes more prevalent, more local governments are incorporating it into their daily operations. A Gallup poll found that 21% of public sector employees use AI multiple times per week (up from 10% in 2023).
A survey by Euna Solutions earlier this year showed that the top goal for local government staff using AI is improving efficiency. Improving procurement time and efficiency has been a focus area for some cities; for example, Dallas introduced AI into its procurement process last year.
According to 2024 data from the National Cooperative Procurement Partners, cited by Euna Solutions, the average RFP project takes nearly 90 hours. Despite the time invested, 62% of public agencies receive an average of only 2 to 5 RFP bids, according to the company's 2025 State of Public Procurement Report.
Konrad said Solicitation Advisor differs from the company's previous efforts to use AI to accelerate the generation of RFP drafts.
"We see the additional value of AI as helping procurement teams improve solicitation quality before publication by embedding intelligent review, guidance, and category-aware insights into the workflow," Konrad said in the statement.
